The enforcement has particularly affected Malaysian tour companies, with approximately 400 agencies reporting their multi-purpose vehicles (MPVs) seized in Singapore. Despite some operators paying fines, many vehicles remain detained, leading to significant financial strain on these businesses.

Regulatory Framework and Enforcement

Since 2022, LTA has apprehended 136 drivers for providing unauthorized cross-border services. The strict regulatory environment, similar to Singapore's approach to business excellence and compliance, imposes fines up to S$3,000 and potential jail terms for offenders.

  • Malaysian tour companies must obtain ASEAN Public Service Vehicle Permit (PSVP)
  • Vehicle Entry Permits (VEPs) are strictly for private use only
  • Only licensed Malaysia-registered taxis with proper permits can operate cross-border services
